About the Project
The Texas (TX) State Highway (SH) 249 Extension Project is approximately 26 miles of new roadway from Farm-to-Market (FM) 1774 in Pinehurst, Montgomery County, Texas, to SH 105 near Navasota, Grimes County, Texas.
The Project consists of the design, construction, and maintenance of approximately 26 miles of new roadway with supporting infrastructure. The Project is divided into two segments:
- Segment 1 is divided into Sections 1A and 1B, and consists of approximately 15 miles of controlled-access tollway with intermittent frontage roads from FM 1774 in Pinehurst to FM 1774 in Todd Mission, Grimes County, Texas.
- Section 1A extends from FM 1774 in Pinehurst to FM 1488 in Magnolia, Montgomery County, Texas.
- Section 1B extends from FM 1488 in Magnolia to FM 1774 north of Todd Mission in Plantersville.
- Segment 2 is approximately 11 mile, two-lane non-tolled rural highway from FM 1774 north of Todd Mission in Plantersville to SH 105 between Plantersville and Navasota, in Grimes County, Texas with a typical 400-foot-wide right-of-way.
The Texas Department of Transportation (TxDOT) has authorized WBCCI, LLC to oversee the design, construction, and maintenance of the Project.
Schematics
The Project will provide a safe, reliable, cost effective, and aesthetically pleasing corridor for the public by linking suburban communities with major roadways and improving mobility and safety. This project will have a lasting impact enhancing the community's ability to access regional destinations.

- Improve the reliability and safety of our transportation system.
- Reduce safety risks for the traveling public by decreasing congestion, increasing access, and providing a safer, more efficient route for regional traffic.
- Address hurricane evacuation needs.
- Accommodate population growth and economic development.
- Efficiently link suburban communitites and major roadways.
- Enhance regional connectivity and mobility.
Commitment to Safety
The Project Team is committed to upholding safety as a top priority and all affiliates will work together to maintain a safe environment for the public and project personnel at all times. All Project Team members are required to:
- Complete a Job Safety Analysis form on a daily basis.
- Adhere to the Spill Prevention Control and Notification Plan.
- Complete safety training on a continual basis.
- Comply with the Zero Tolerance Drug and Alcohol Policy.
- These are only a few of many things that make up our committment to safety.
Environmental Compliance
The Project Team is committed to continuous environmental compliance and is dedicated to following environmental Best Management Practices (BMP) to:
- Minimize environmental impacts.
- Comply with all state and federal environmental laws, including those related to air and water quality.
- Require construction to be conducted in a way that minimizes noise impacts by using proven BMPs.
- Require weekly environmental compliance monitoring reports.
